Highway Department to add left turn lanes on County Road 12 and install a storm-resilient mast arm signal.

Phase Two Moves Ahead at County Road 65 and 12 Intersection

Foley, Ala. — (OBA) — The Baldwin County Highway Department will start the second phase of intersection improvements at County Road 65 and County Road 12 next month. The project includes adding new left-turn lanes on County Road 12 and replacing the temporary traffic signal with a permanent storm-resilient mast-arm system. This work represents the final phase of a comprehensive effort to improve safety and traffic flow at the busy intersection. The improvements are part of Baldwin County's ongoing commitment to enhancing roadway infrastructure throughout the area.

Phase II of the project is scheduled to begin on December 1, 2025. Construction is expected to be fully complete by spring 2026. The Baldwin County Highway Department plans to share updates as work progresses.

The second phase follows the earlier completion of Phase I, which added turn lanes on County Road 65 and installed a temporary traffic signal. Together, the two phases make up the full scope of improvements planned for the intersection. The project aims to increase capacity and improve safety for drivers navigating the area.

District Four County Commissioner Charles "Skip" Gruber expressed support for the project and its benefits to residents. "We're pleased to begin the final phase of this much-needed project for our residents," Gruber said. He noted that the county is already looking ahead to additional intersection improvements in the area.

The commissioner highlighted future projects at County Road 65 and Michigan Avenue, as well as County Road 12 and Hickory Street. "As this work progresses, we are also looking ahead to improvements at CR 65 & Michigan and at CR 12 & Hickory Street, reflecting the Commission's continued commitment to enhancing intersection capacity and safety throughout Baldwin County," Gruber said.

The new left-turn lanes on County Road 12 will provide dedicated space for turning vehicles, reducing congestion and improving traffic flow. The storm-resilient mast-arm signal system will replace the temporary signal installed during Phase I. This permanent system is designed to withstand severe weather conditions common to the Gulf Coast region.

Baldwin County officials say the improvements address growing traffic demands in the area. The intersection serves residential neighborhoods, commercial areas and industrial facilities. Increased development recently has led to higher traffic volumes at the location.

The Baldwin County Highway Department oversees road construction and maintenance projects throughout the county. The department works to ensure safe and efficient transportation infrastructure for residents and visitors. More information about the project is available through the county's media request submission process.
