The Baldwin County Sheriff’s Office informed the City of Foley about the arrest of Jeff Scott Phillips, a 55-year-old city worker. According to records, Phillips was taken into custody on July 11, 2025, at 8:43 a.m. by the Baldwin County Sheriff’s Office. He now faces two felony charges: possession of child pornography and first-degree voyeurism. Both charges carry a surety bond of $15,000 each, totaling $30,000. The city immediately placed him on administrative leave following his arrest and assured residents they are fully cooperating with investigators.
