Foley, Ala. — (OBA) — A Foley city employee’s recent arrest has drawn attention and concern from residents and officials. The Baldwin County Sheriff’s Office informed the City of Foley about the arrest of Jeff Scott Phillips, a 55-year-old city worker. City leaders said this situation does not represent the standards the community expects from public employees. Swift action was taken as soon as the arrest was announced.


According to records, Phillips was taken into custody on July 11, 2025, at 8:43 a.m. by the Baldwin County Sheriff’s Office. He now faces two felony charges: possession of child pornography and first-degree voyeurism. Both charges carry a surety bond of $15,000 each, totaling $30,000. The city immediately placed him on administrative leave following his arrest and assured residents they are fully cooperating with investigators.


City officials emphasized their commitment to gathering all facts and noted that they will keep the public informed as much as the ongoing investigation allows. Spokespeople for Foley reminded residents that such allegations are not reflective of the city’s values or workforce. The city apologized for any distress this may cause, highlighting the priority of transparency and accountability during these difficult circumstances.


Because the investigation is still underway, additional details have not been released. The authorities asked the community for patience and said updates would be provided when possible.
