Foley, Ala. — (OBA) —  Foley is positioning its municipal airport for growth as city leaders prepare to advance plans for a new terminal building. The infrastructure push is the main topic in the slate of transit, drainage, and community enhancements aimed at reinforcing the city's long-term development stewardship.

The City Council will review these proposals during a joint work session and regular meeting on Jul 20, 2026, at 4 PM in the City Council Chambers.

The upcoming session focuses on a resolution authorizing a grant application to the Alabama Department of Transportation (ALDOT) Aeronautics Bureau. The funding will support the construction of a modern, multi-use airport terminal building to replace the existing facilities.

Complementing the terminal expansion, the city is upgrading airfield infrastructure. Council members are scheduled to accept formal grant offers from the Federal Aviation Administration (FAA) and ALDOT to fund critical drainage improvements across the airfield.

Local contractor RH Deas Co., LLC is recommended for the airfield drainage construction contract to implement these safety upgrades. Additionally, the council expects to clear the runway to obtain the final federal and state reimbursements for a recently completed eight-unit T-Hangar project.

Beyond the tarmac, Foley is leveraging state partnerships to optimize its vehicle and pedestrian networks.

East-West Corridor Development

The Street Department is seeking dedicated internal funding to launch the in-house construction of the highly anticipated East/West Corridor. The project will connect Wilson Avenue and Equestrian Park Road, establishing a critical logistical link to relieve traffic congestion.

Highway 98 Safety Upgrades

Pedestrian connectivity is getting a substantial financial injection through the Highway Safety Improvement Program (HSIP). The council will review additional funding for pedestrian improvements along Highway 98. The upgrades will bring enhanced crosswalks and safety infrastructure to key intersections at Cedar Street, Oak Street, Pine Street, Chicago Street, and the Rose Trail crosswalk.

• Right-of-Way Acquisitions: Approval of an appraisal proposal from Premier Appraisals for intersection improvements at West Michigan Avenue and South Cedar Street.

• Land Repurchase Option: Resolution exercising the city’s right to repurchase undeveloped land in Zones 2, 3, and 4 from IRH Foley, LLC.

• Property Updates: Budgetary restructuring to transfer the Event Center lobby flooring replacement project into operational accounts, alongside an update to local library policies.
• Public Safety Contract: An amendment to an existing technical municipal contract with FARO Technologies.
• Nuisance Abatements: Public hearings to address weed, junk, and stagnant water violations at 407 West Fig Avenue and 219 West Palm Avenue.
