Baldwin County and Foley Team Up For Roadway Improvements

Roadway upgrades aim to improve safety and ease traffic flow

Foley, Ala. — (OBA) — The Baldwin County Commission and the City of Foley have announced a joint effort to improve one of the city’s busiest intersections. Plans are in motion to upgrade the crossing at County Road 26, also known as West Michigan Avenue, and South Hickory Street. The project will replace the current span wire traffic signal with a stronger mast-arm signal designed to withstand storms. Officials expect the addition of new turn lanes to reduce congestion and improve safety for the growing number of drivers in the area.


On August 20, 2025, county officials confirmed the partnership, noting that bids for the project had already been opened earlier in the summer. Nine bids were submitted, and on July 24, 2025, Rob Middleton Construction, LLC, provided the lowest responsible bid totaling $2,100,221.80. The Baldwin County Commission awarded the firm the construction contract at its meeting on August 19, 2025.


The improvement project will include left-turn lanes in all directions and a dedicated eastbound right-turn lane on County Road 26. These additions are designed to improve traffic flow during peak hours while also providing safer movement for vehicles entering and exiting the intersection. The new mast-arm traffic signal is also expected to hold up better during severe weather conditions, an important consideration for the Gulf Coast region.


As part of an Intergovernmental Roadway Construction Agreement, the City of Foley funded the project’s design phase while Baldwin County will pay for construction and inspection. When completed, the City of Foley will take ownership of the improvements and maintain the upgraded intersection moving forward.


Foley Mayor Ralph Hellmich praised the cooperative effort, emphasizing the importance of partnerships between local governments. He explained that Foley is surrounded by Baldwin County and relies on coordination to keep up with road demands as the community grows.


For the Baldwin County Commission, the project reflects ongoing efforts to enhance infrastructure across high-traffic corridors while keeping safety at the forefront. With construction now set to begin, residents and visitors can expect noticeable improvements at this key Foley intersection.
