Foley Continues Adding Paths and Sidewalks to Connect the City
New Sidewalk will connect Michigan Avenue to Beulah Park

Foley, Ala. — (OBA) — The Pilgrim Street project in southeast Foley is moving forward as the city prepares to begin the next phase. A new walking trail is already in place, and additional enhancements are coming. The project aims to add a paved road extension and better walkways for the neighborhood. Officials say the upgrades will help connect nearby areas, including Beulah Park.
The Foley City Council voted to move ahead with seeking bids to pave the extension. The work began in February 2025 and is being funded in part through impact fees, which are charges to developers for infrastructure needs.
City Engineer Chad Christian said using the impact fees is allowed and will let the city shift other funds back into the general budget. That money had been set aside by Public Works for rebuilding roads.
Mayor Ralph Hellmich said the first phase is nearly finished, with lighting still to come. He said paving the southern section of Pilgrim Street is next. The improvements include replacing open ditches with covered culverts and paving currently unpaved areas.
The project also brings better access for residents on foot. A sidewalk will run from Michigan Avenue north to Beulah Park, creating a loop for walking in the area.
The trail through the nearby woods was carefully planned to avoid removing large oak trees. Crews have also worked to fix drainage issues in the area over the past two years.
