Foley City Council Weighs New Offices and Renovations Plan

August reports highlight growth and city services

Foley, Ala. – (OBA) – Foley is looking at design costs for renovations and a rebuild project for Leisure Service Parks and Horticulture. Parts of the plan for 102 E. Orchid Avenue include an interior renovation to the current public works building. A second part calls for the current office to be replaced with a 2,500- to 3,500-square-foot office building. A proposal from PCDA Architecture for design and construction administration is for $60,000.

 

The Foley City Council will discuss the project at a joint work/regular session on Sept. 15 in council chambers at city hall at 4 p.m.

 

“The renovations will include enclosing the covered area at the back of the building and providing insulation and wall protection in the shop area,” a letter from PCDA states. The total cost for the project is $1.1 million.

 

During the joint work/regular session, the council will discuss:

 

  • Proclaiming Sept. 16 as National Voter Registration Day.
  • A report from Community Development shows 57 permits were issued in August for single-family housing with a valuation of $18.3 million. No permits were requested for commercial buildings.
  • A report from the police department showing 264 inmates were processed through the city jail in August with a year-to-date number of 2,117. There were 11 arrests made for simple assault and domestic violence and there were six death investigations. Officers were dispatched for service 2,365 times in the month.
  • A report from the fire department shows crews responded to 252 incidents in August including 45 to help an invalid, 41 times to assist EMS crews, 32 times to a motor vehicle accident without injuries and 17 times to a motor vehicle accident with injuries. Crews were dispatched but canceled en route 32 times.
  • A report showing tax collections in August including $3.7 million in sales tax or about $66,000 more than in 2024 and about $28,000 above budget projections.
  • In lodging taxes, the city collected $329,107, or less than $1,000 over 2024 and about $26,000 below budget projections.
  • Reviewing $8.2 million paid for goods and services by the city in August.
  • An introduction and first reading of an ordinance accepting roads in the Blue Marlin Subdivision into the city for maintenance.
  • A second reading of an ordinance for the city to accept roads in the Qual Landing phase one subdivision for city maintenance.
  • A resolution to honor Councilman Richard Dayton.
  • Continuation of the service contract with TK Elevator Corp. for three more years for pedestrian bridge maintenance.
  • Accepting reimbursement for overtime for police officers from the Southwest Alabama Regional Highway Safety Office during fiscal year 2025-26.
  • Approving electricity for 18 street lights located in the Lakeview Gardens subdivision.
  • Setting a public hearing to declare weeds as a public nuisance and ordering its cleanup on the south entrance to Crown Walk off Hickory Street.
  • Updating the signatories for all city bank accounts.
  • Waiving permitting fees for the South Baldwin Literacy Council to build a 2,160-square-foot new facility. The council previously waived fees when the SBLC added 1,700 square feet of work done in the past seven years.
  • Waiving permitting fees for Ecumenical Ministries to expand its kitchen to help supply meals to the elderly and through its Meals on Wheels program.
  • Approving bids let by the city in August including $11,024 to Semoice for finance fiber and door access controls, $111,998 to Sycamore Construction for irrigation and sod at Mel Roberts Park and $8,975 to Off the Wall for basketball uniforms.
  • Declaring a council vacancy in District 3 of Foley.
  • Approving infrastructure for 20 model homes in the planned Cresswind Sandy Creek development near the intersection of Pastoral Lane and the Foley Beach Express.
  • A resolution approving vacation of rights-of-way next to property owned by Springdale Stores on the east side of the Foley Beach Express near the Fern Avenue intersection.
