Construction Begins on Last Segment of Foley's Alabama 59 Pedestrian Corridor

The new section will connect Azalea Avenue to Pride Drive, completing a continuous pedestrian route through the heart of the city.

Construction is underway on the final section of Foley's Alabama 59 sidewalk network, completing nearly four miles of continuous pedestrian access through the heart of the city.

Foley, Ala. — (OBA) —  Construction has begun on the final segment of a nearly four-mile sidewalk network along Alabama 59 in Foley. The project marks a major milestone in the city's long-term effort to improve pedestrian safety and connectivity. Once complete, the corridor will provide continuous sidewalk access along one of the city's busiest transportation routes.

The final section will fill a 1.25-mile gap between Azalea Avenue and Pride Drive, near Foley High School. Work on the segment was announced on July 6, 2026. When finished, the network will run from Miflin Road (also known as Baldwin County Road 20), south of Tanger Outlets, all the way north to Peachtree Avenue.

The project is partially funded through the federal Transportation Alternatives Program (TAP), administered by the Alabama Department of Transportation. The federal grant covers 80 percent of construction costs. The City of Foley is responsible for the remaining local match.

Mayor Ralph Hellmich spoke about the effort behind the project. "This project is the result of years of planning and persistence," he said. "Our staff has worked hard to pursue grant opportunities that allow us to maximize local tax dollars while continuing to invest in infrastructure that improves everyday life for our residents. Completing this sidewalk network is another step toward creating a more connected Foley."

Since 2022, Foley has invested between $3 million and $4 million in municipal funding for sidewalks, separate from grant money received through programs such as TAP. The Foley City Council has also committed approximately $1 million annually in recent years toward sidewalk construction and expansion projects citywide.

The Alabama 59 corridor connects neighborhoods, schools, businesses, and shopping destinations throughout the city. Completing the final section is expected to make walking safer and more convenient for residents and visitors using one of Foley's most heavily used routes.

The Alabama 59 project is part of a broader effort to expand pedestrian infrastructure throughout Foley. Recent work includes the completion of sidewalks along North Cedar Street, which now provide pedestrian access from Peachtree Avenue to U.S. 98 and beyond to West Fern Avenue.

Additional projects are moving forward. The city plans to extend sidewalks into the Mills community, connecting west Foley neighborhoods to the growing citywide network. By pairing local investment with competitive grant funding, Foley continues to build infrastructure that promotes safety, healthy lifestyles, and stronger community connections.
