Annexation and Marina Expansion Requests on City Council Agenda
Council to Authorize Recovery Team for Disaster Relief Efforts

Orange Beach, Ala. – (OBA) – At its regular session on Oct. 15, the Orange Beach City Council will discuss authorizing Mayor Tony Kennon to negotiate the purchase of some real estate to be used as the site of a new civic center.
The council will meet in a joint regular/work session on Oct. 15 at 5 p.m. in council chambers at city hall.
“The city has identified one or more parcels which may be appropriate for these purposes,” the proposed resolution states. “The City Council wishes to authorize the Mayor to negotiate on its behalf for the purchase of said property.”
No location of the property was provided in the agenda.
Also, on the agenda, is a resolution to deploy a recovery team for disaster assistance in the Lake Lure and Chimney Rock areas of North Carolina.
During the regular session, the council will also discuss:
- Okaying $2.1 million paid out for goods and services from Sept. 19 through Oct. 16.
- Awarding the bid for the Coastal Alabama Sea Turtle Center to Klarman & Day General Contractors for $1.2 million. The council will also consider postponing a vote to see if more RESTORE money is available for this project through the Alabama Department of Conservation and Natural Resources.
- A second reading of an ordinance on an annexation request from David Gatlin for property on Roscoe Road.
- Buying a video surveillance system for the batting cages at the Sportsplex from Vision Security Technologies for $14,960.
- Awarding the bid for the city’s 2024 roadway resurfacing project to Asphalt Servies for $609,777.
- Paying $30,000 for safety enhancements at the city’s schools.
- Signing a contract with Gunn & Associates to provide electrical engineering services. The council will also consider awarding the bid for lighting on the new pickleball courts to Gunn as well.
- Authorizing a payment processing agreement with CSG Forte Payments to allow the city to begin accepting online payments.
- An ordinance change to allow for residents of Fish Camp Landing to improve and expand the marina to 52 slips to offer a slip for each residence in the subdivision.
- Changing the sign ordinance to allow an expansion of the Columbia Southern University’s sign on the Foley Beach Express.
During the work session, the council will discuss:
- A petition to annex property owned by Intracoastal Investments. According to Baldwin County tax records, the company owns land directly across from The Wharf on the Intracoastal Waterway. According to the Alabama Secretary of State’s business database, the company’s registered agent is Art Favre who also owns The Wharf.
- Authorizing a contract to buy license plate camera recognition software and hardware from Flock Group for the police department for $13,300.
- Buying portable radios for the fire department from Motorola Solutions for $882,125.
- Entering into a contract with Peak Sportsman Software for recreation program member management.
- Establishing fees for the Orange Beach Shooting range.
- Signing a contract with Allen Engineering and Science for construction assistance services.
- Extending an agreement using Gulf of Mexico Energy Security Act funds to help fund marine debris cleanup in the city’s waterway.
- An agreement with the Alabama Law Enforcement Agency for office space and boat slips for the police department. The Alabama Marine Police have an office at Perdido Pass.
- Setting a public hearing date to discuss an ordinance change in the Saltwater Cottages planned unit development to remove a sidewalk at the request of the U.S. Fish and Wildlife Service. The suggested date is Nov. 5.
- Setting a public hearing on a proposed ordinance change in the wording concerning “grade plane.”
