Orange Beach to discuss leases with OBBE at Feb. 7 meeting

Agreements cover central office, city using school property for temporary fire station, among others

Orange Beach, Alabama, is authorizing leases and license agreements with the city's school board.

Orange Beach, Ala. – (OBA) – At the Feb. 7 work session of the Orange Beach City Council, the panel will discuss authorizing execution of license, usage and lease agreements with the Orange Beach Board of Education.


The council will meet at 5 p.m. in a joint session with a regular session first followed by the work session.


“The City of Orange Beach and the Orange Beach City Board of Education desire to enter into license, usage, and lease agreements for the cooperative sharing of various city and school equipment, vehicles, facilities, and property,” according to the proposed resolution.


The facilities covered by this agreement include:


  • Lease greement for 4544 Orange Beach Blvd.


  • Lease agreement for digital marquee sign


  • Lease agreement for fueling equipment area


  • License agreement for Orange Beach Elementary School to locate modular classrooms on city property


  • License agreement for the city to use school property for temporary Fire Station No. 3


  • License agreement for the city to use school property for the Expect Excellence Program


  • License agreement for shared usage of the Performing Arts Center


  • Passenger vehicle usage agreement


  • School bus usage agreement


During the regular session, the council will:


  • Discuss participating in the Alabama Severe Weather sales tax holiday for the weekend of Feb. 24-26


  • Discuss paying vendors the city buys from $3.6 million.


  • Proclaim Feb. 25 as Arbor Day in the city when the city will give away trees to residents from 8-11 a.m. See related story here.


  • Hear from Police Chief Steve Brown on promotions within the department.


  • Recognize Orange Beach High School student Lucean Pingrey for athletic and academic achievements.


  • Have a second reading and vote on an ordinance change to adopt the 2021 International Fire Code.


  • Consider two liquor licenses for The Wharf, one for the Oasis Grill at the lazy river and one for the 2023 Wharf Boat show on March 17-19.


  • Consider a resolution for a contract with GeoCon Engineering and Materials Testing for a soil study for an event pavilion at the Coastal Arts Center for $3,275.


  • Discuss an agreement with KONE for maintenance of the elevator at the Coastal Resources office east of Sportsman Marina.


  • Consider service agreement with Allied Holdings Group for disposal of biohazard waste for the fire department.


  • Discuss executing a licensed training provider agreement for the American Red Cross for the Orange Beach Aquatics Center.


  • Consider a resolution for a joint agreement to seek a grant from Alabama Department of Environmental for the Baldwin County Material Recovery Facility in the amount of $350,000. Orange Beach will join Gulf Shores and Foley to apply for the grant with Gulf Shores being the lead applicant.


  • Discuss the purchase of two vehicles for the police department for a total of $72,566 for two Ford F-150 super crew pickup trucks.


  • Discuss buying a 2022 Chevrolet Colorado pickup four-wheel drive for $34,998.


  • Consider accepting prices for two Toyota pickups for a total of $115,500 for two 2023 Tundra SR5 four-by-four max crew models for public works for the landscape and street departments.


  • Discuss approving a temporary one-year permit for a trailer to be used as a sales office at the site of the planned Phoenix Key Towers condominiums. Each of the towers will be 25 stories and contain a total of 112 condo units on a beachfront parcel currently undeveloped just east of the Ono Island Bridge.


  • Have a first reading of an ordinance change to rezone the former Romar Baptist from multi-family residential high density to a planned unit development. Plans are to add three stories above the parking garage and turn the old church into a hotel with 76 units. There will also be a public hearing on the development.


  • Have two public hearings and first readings of ordinance amendments for a porch addition in Parks Edge in the Village of Tannin, one changing the regulations on temporary residential real estate signs.


 During the regular session, the council will discuss:


  • A request for approval for a temporary sales trailer for Solis Condominium at 25802 Perdido Beach Boulevard on a beachfront lot east of the Cotton Bayou beach access and west of Summerchase.


  • A request for approval of a 12-month extension to the Springhill Suites by Marriot planned unit development at 24241 Perdido Beach Boulevard. The hotel is planned for the north side of beach boulevard in between Live Bait on the east and Doc’s Seafood and Steaks on the west


  • A resolution sponsoring the Alabama Gulf Coast Zoo for $50,000 for FY2023.


  • A resolution to buy archive storage mobile shelving for the administration department for $66,023.


  • A resolution appointing new members and reappointing members to the legislative review committee “to promote an effective and efficient response to legislative action and ensure that the public interest in such matters is protected.” Click here for list of the 17 members of the committee.


  • Two resolutions awarding the bid for dumpster services and roll-off container services.


  • A resolution awarding the bid for Canoe Trail Post-Hurricane Sally Repairs.


  • A resolution awarding the bid for Perdido Pass Seawall Park Post-Hurricane Sally Repairs and Phase III Expansion.
