Orange Beach to Award $1.43M Roof Bid for Justice Center

Council to Discuss $4.8M School Funds at Joint Meeting

Orange Beach, Ala. – (OBA) – Orange Beach will likely award a bid for replacing the roof of the city’s Justice Center including work on the fascia. Bids turned into the city ranged from $1.82 million to the lowest bid of $1.43 million submitted by Green-Simmons Co. out of Pensacola.

 

The Orange Beach City Council will meet in a joint regular/work session on June 4 at 5 p.m. in council chambers at city hall.

 

In the work session to follow the regular session, the council will discuss appropriating $4.8 million to city schools to cover capital expenditures of $4 million and $760,385 for operating expenses.

 

During the regular session, the council will also discuss:

  • Appointing Sted McCollough to the Construction Board of Adjustment and Appeals.
  • Authorizing a contract with Adams Stewart Architect for architectural services and for structural engineering consultation for a new Sea Turtle Center for $3,500.
  • Authorizing a contract with Renee Smith to provide legal services to the city.
  • Declaring a drone as surplus and unneeded and donating it to Elberta High School.
  • Transferring the ownership of retiring police canines Perseus and Magnum from the city to officers Alisa Dixon and Kendall Hobbs.
  • Authorizing contracts with DeRhonda Ponder, Elizabeth Wood and Stephanie Myrick as special needs aides for the Expect Excellence program.
  • Authorizing a contract with Adams Stewart Architect for architectural services and for structural engineering consultation for a new Sea Turtle Center for $3,500.
  • A resolution to execute an amendment to the sub-award grant to add $469,150 in RESTORE money to the new Orange Beach Wildlife Rehabilitation and Education Program to replace the city’s match and fund the new center with 100 percent RESTORE money.
  • Authorizing a contract with Glow Yoga for water-based fitness classes at the Wind and Water Learning Center.
  • Authorizing an agreement with the Alabama Department of Environmental Management for a grant to build a parking lot north of the Wind and Water Learning Center. It is a $780,000 project with the city providing in-kind services and cash of $311,897 and ADEM’s portion will be $467,845.
  • Awarding a bid for replacing the roof and the fascia at the Justice Center and a second bid for two message boards for the police department. The bid opening date has been changed to May 16.
  • Accepting a proposal from ECS Southeast to do a ground penetrating radar delineation survey for the Orange Beach Cemetery for $7,500.

  • Establishing fees for the Orange Beach Swim Team summer league program.
  • Authorizing a right-of-way use franchise with C-Spire to provide services in the city.
  • Accepting a proposal from Jackson and Smith CPA Group for auditing services.

 

During the work session, the council will discuss:

 

  • Donating $42,850 to the Miracle League of Coastal Alabama to match donations to build a ballfield and park for children and adults in Baldwin County with serious physical and mental disabilities at the complex in Summerdale. The council pledged in October 2021 to match any donations from other county municipalities and started off by donating $20,000. In June of 2023, the city matched other donations up to $57,150. Recent donations from Elberta and Summerdale were for $60,000 and Orange Beach’s commitment of $100,000 was $42,850.
  • A resolution authorizing Orange Beach to raise funds for the Baldwin County Child Advocacy Center with Full-Moon Paddle events this summer at the Wind and Water Learning Center. The first event of the year will be June 22.
  • Collaborating with the University of Alabama on its “Project Freedom South” project sponsored by the Alabama Department of Mental Health.
  • Buying a Ford Explorer for $37,958 for the administration department. The current vehicle, a 2013 Dodge Caravan, is considered too unreliable for out-of-town travel, and will be used by the Coastal Arts Center of Orange Beach.
  • A resolution for the city to rent a slip for city boats at the Pelican’s Perch Marina and Boatyard in Pensacola.
  • Authorizing a contract with Grace Stanton to direct the children’s production of “Alice in Wonderland JR” to be presented this fall.
  • A resolution to OK a contract for former Community Development Director Kit Alexander for consulting on planning, zoning and engineering for the same department. She will be paid $100 an hour with an annual cap of $38,000. Alexander retired earlier this year.
  • A contract with Sally Wyrick for water aerobics classes at the Aquatic Center.
  • Entering into a franchise agreement to use city right-of-ways for Uniti Fiber to operate in the city.
  • Setting a public hearing and first reading an ordinance change to allow Mill’s Row planned unit development on June 18.
  • Repealing a section of the city code of ordinances concerning U-turns.
