Gulf Shores, Ala. — (OBA) — The Gulf Shores City Council on Monday approved a $72,625 not-to-exceed contract with Kimley Horn to launch a comprehensive parking study focused on the Waterway Village District. The move marks a key step toward revitalizing the area and addressing a growing need for smarter parking solutions.

The six-month study will assess current parking use, identify problem areas, and gather input from residents, businesses, and stakeholders through surveys and public engagement sessions. The final recommendations may include updated regulations, signage improvements, and long-term strategies such as shared parking and managed systems.

Planning Commission member Jennifer Guthrie described the project as “a culmination of two years of work” and emphasized its connection to the city’s Vision 2025 and 2035 plans. She said improving parking isn’t just about convenience—it’s about public safety, walkability, mental wellness, and supporting local businesses.

The Waterway Village area has seen stalled development due to outdated parking requirements. Guthrie said the goal is to create a vibrant, walkable, and accessible district that encourages investment and supports the city’s evolving identity.

The council voted unanimously to approve the contract.
