Foley Set to Debate New Residential Development Plans

Council meeting will also cover tax, police, and fire reports

Foley, Ala. – (OBA) – Foley will discuss entering into an agreement with Kolter Development for a 55-plus residential community in the city limits. Plans call for Cresswind Sandy Creek on 720 acres. A maximum of 1,318 homes is called for. The development will be located near the intersection of Fern Avenue and the Foley Beach Express east of the express.

 

The council will discuss the project at its Aug. 18 joint work/regular session at 4 p.m. in council chambers at city hall.

 

During the joint regular/work session, the council will also discuss:

 

  • A presentation on the South Baldwin Workforce Initiative.
  • A report on tax collections in July including $3.7 million in sales tax or about $25,000 less than July of 2024 and $224,000 more than budget projections. Foley collected $323,000 in lodging taxes in July or $32,000 more than July of 2024 and $30,000 above budget projections.
  • A report from the police department for July showing 281 inmates were processed through the city jail bringing the 2025 total to 1,853. Police made 14 theft arrests, 12 for shoplifting and 10 for simple assault domestic violence. Officers were dispatched 2,698 times in July.
  • A report from Community Development for July showing 19 permits were issued for single-family homes with a valuation of $6.2 million and three commercial permits with a valuation of $5.7 million. New construction was permitted for a Chase Bank, Cook Out restaurant and a Jiffy Lube.
  • A report from the fire department for July showing crews went out 48 times to assist EMS crews, 34 times for traffic accidents with no injuries, 16 times for traffic accidents with injuries, 36 times to assist invalids and 16 times for alarm system activation. Crews were dispatched and canceled en route 31 times and were called out a total of 264 times in July.
  • A report from the Finance Department shows that the city spent $13 million in July on goods and services.
  • A request to accept public rights-of-way and infrastructure improvements and city maintenance in Glenlakes phase 3.
  • Adding an excise tax on retailers who sell vape inhalers including 10 cents on each milliliter sold in the city limits and five cents on each milliliter sold in the city’s planning jurisdiction.
  • An ordinance to authorize the assistant city clerk to perform the duties of the city clerk including election management if the city clerk is unable to perform their duties.
  • Approving the annexation of property in Baldwin County along County Road 65 and another near the intersection of U.S. 98 and the Foley Beach Express. On the second one, the council will rescind resolutions on accepting the properties pending the passage of the ordinances on the exchanges.
  • Approving an additional $25,000 to GeoCon for construction engineering services and inspections for the new Public Works campus to cover testing of structural elements, earthworks, pavements and concrete.
  • Approving the Beulah Heights drainage project for $1.9 million with $546,982 being paid for with a grant.
  • Setting a public hearing to declare weeds and junk at 1810 S. Cedar St. a nuisance and order its cleanup.
  • A sponsorship for the Kiwanis Club of Foley’s Radio Day for Oct. 21 to help with Kiwanis work with children in Foley.
  • Authorizing an unplanned capital project for $10,000 for a detention pond on U.S. 98 near Hickory Street.
  • A resolution adding $166,050 in salaries to the fiscal year 2025 budget.
  • A resolution amending the pay classification plan for the Infrastructure, Development and Engineering departments.
  • Rejecting bids for an irrigation and sod project at Mel Roberts Park and rebidding the project.
  • Accepting a $1,440 donation for the fire department to be used to buy a ceremonial bell named in honor of Sherman Dyess.
