Foley City Council Awards $1.6M in Bids for City Improvements

Police and fire share updates on November activities

Foley, Ala. – (OBA) – Foley approved five bids in November for contractors to do work or for new equipment for the city totaling almost $1.6 million including letting out the bid for the new pickleball complex to be built near the Coastal Alabama Farmers and Fishermen’s Market on County 20 near Wolf Bay Lodge.

 

The city council will receive a report on the bids at the Dec. 16 joint regular/work session at 4 p.m. at city hall in council chambers.

 

Harris Contracting won the bid with a $767,000 offer for the construction of the pickleball courts. Other bids awarded include $40,991 to Moyer Ford for an SUV for the clerk’s office, $54,000 to Bill Smith Electric for the Sportsplex soccer field lighting project, $320,000 to Del-Con for Heritage Park improvements and $417,076 for East Jessamine Avenue improvements.

 

During the joint regular/work session, the council will:

 

  • Receive a report on approved bills for goods and services during November totaling $13.8 million.
  • Receive a report on tax collections for November showing the city took in $3.3 million in sales taxes or about $1 million over 2024 totals and $110,000 over budget projections. The city collected $132,318 in lodging taxes in November or $9,000 over 2024 collections and about $1,000 over budget projections.
  • Review a report from the fire department on November activities including 48 medical assist calls, 48 calls to assist an invalid, 40 calls to traffic accidents with no injuries and 20 with injuries and 12 calls for malfunctioning smoke alarms. Crews were called out and canceled en route 27 times.
  • Review a report from the police department including processing 266 inmates through the city jail for a total through November of the calendar year of 2,645. There were 22 arrests in November for theft, 20 for shoplifting and 10 for simple assault domestic violence. In drug arrests, there were 23 for controlled substances, 15 for possession of drug paraphernalia and 11 misdemeanor marijuana arrests.
  • Have an introduction and first reading of an ordinance to establish safety rules for public parks in the city. The council will also discuss accepting a proposal from Kimley Horn to develop a safety action plan for the city for $10,000.
  • Have a second reading of an ordinance approving an agreement between Foley and Baldwin County for the use of voting machines and employees for municipal elections.
  • Discuss approving an agreement with the Department of Corrections to use inmates from the Loxley Work Release Center as laborers for the city.
  • Accept a $5,000 Walmart Spark Local Good grant to be used to buy special equipment for the fire department.
  • Consider waiving fees for using Max Griffin Park for a walk-a-thon fundraiser for the Women’s Care Medical Center in Robertsdale on March 18.
  • Discuss approving $40,000 for a vehicle for the Environmental Department.
  • Consider approving an amendment in the pay classification plan in the Infrastructure and Development Department and transferring funds from Community Development to IDD. There are four transfers totaling $24,950.
  • Discuss a resolution approving a retirement award. No other details were provided in the agenda.
  • Consider a resolution waiving fees for the use of the Foley Civic Center for a Baldwin County Youth Orchestra Performance. No date was listed in the agenda for the performance.
  • Consider waiving fees for using Heritage Park and pavilion for the Kiwanis Club for the inaugural chili cook-off fundraising event on Feb. 15.
  • Discuss buying a Polaris Ranger for the Street Department for $19,344.
  • Consider a lease agreement with U.S. Rep. Barry Moore. No further details were provided in the agenda.
  • Discuss accepting a donation of $1,500 to the Foley Train Museum from the M.A. Rikard Charitable Trust.
  • Consider approving a proposal from Beyond Measure Surveying for the Airport Drive subdivision for $6,400.
