Baldwin County and State Partner to Install New Traffic Signal in Lillian

County and ALDOT will each contribute $500,000 for mast-arm signal installation

Foley, Ala. — (OBA) — A new traffic signal will be installed at a busy Baldwin County intersection after local officials approved a funding partnership with the state. The Baldwin County Commission has agreed to split the cost of the project with the Alabama Department of Transportation. Each agency will pay $500,000 toward installing the new signal at US Highway 98 and County Road 91. The project is designed to improve safety and reduce traffic congestion in the area.


The Baldwin County Commission approved the $1 million construction funding agreement with ALDOT on October 21, 2025. The partnership represents a joint effort between local and state officials to address growing traffic concerns.


District 4 Commissioner Charles "Skip" Gruber expressed his support for the project. He said the commission is proud to work with ALDOT on this important safety improvement. Gruber noted that the new signal will help both residents and commuters who travel through the intersection daily.


The project will install a mast-arm traffic signal at the intersection. This type of signal provides better visibility for drivers compared to older designs. Mast-arm signals are also known for their durability and lower maintenance costs over time. The design helps ensure the signal remains effective for years to come.


County officials have additional improvements planned beyond just the traffic signal. Baldwin County is moving forward with capacity upgrades to County Road 91 near the intersection. These improvements will include new turn lanes to help traffic flow more smoothly. The road work is part of the county's fiscal year 2026 budget that commissioners already adopted.


The combination of the new signal and road improvements should make a noticeable difference for drivers. Traffic in Baldwin County has increased in recent years as more people move to the area. County officials continue looking for ways to keep roads safe and reduce delays. This project shows how local and state agencies can work together on infrastructure needs.


The exact timeline for construction has not been announced yet. However, funding is now in place for the project to move forward.
