Orange Beach, Ala. — (OBA) — The Orange Beach City Council will vote on two major construction grants. One is a $1,500,000 GOMESA grant for a Shooting Complex Clubhouse. A firefighters' grant for Self-Contained Breathing Apparatus is also on the docket. Both items headline the full joint council agenda.

The Regular Council Meeting and the Committee of the Whole are scheduled for Tuesday, October 20, 2026, at 5:00 p.m. in the Orange Beach City Hall Council Chambers. Aquatics Center work is also on the agenda as the council considers a Phase I contract with Lose of Tennessee, PLLC.

The Phase I construction administration contract would not exceed $274,000. The Aquatics Center Renovation Project is one of the city's ongoing capital improvement efforts. Lose of Tennessee, PLLC, has been selected to oversee the work.

The council will also vote to adopt the 2026 Baldwin County Multi-Jurisdictional Hazard Mitigation Plan. The plan meets the requirements of the Federal Disaster Mitigation Act of 2000 and fulfills FEMA's local hazard mitigation planning guidance under 44 C.F.R. § 201.6.

Traffic signal improvements are also on the docket. GeoCon Engineering & Materials Testing, Inc., would conduct geotechnical testing and engineering for three new signals at Canal Road, Wharf Parkway East, and Money Bayou Drive. The task order would cost no more than $8,695.

The GOMESA grant is an agreement with the Alabama Department of Conservation and Natural Resources. It would support construction of the Shooting Complex Clubhouse, totaling $1,500,000. GOMESA funds come from offshore energy revenue and support coastal communities across the Gulf of Mexico region.

The FY2025 Assistance to Firefighters Grant Agreement is with the U.S. Department of Homeland Security. The funds would cover the purchase of Self-Contained Breathing Apparatus units for the Orange Beach Fire Department. The city is expected to provide a local match to secure the federal award.
