Gulf Shores, Ala. — (OBA) —  The City of Gulf Shores is advancing plans for the Waterway Village Pedestrian Bridge by reviewing key infrastructure contracts to convert surrounding undeveloped land into functional public plazas. Council members will evaluate a major change order and a construction management agreement to guide the next phase of development.

The work session meeting takes place this afternoon, Mon, Oct 19, 2026, at 4 PM in Gulf Shores City Hall's Council Chambers.

Capital Projects Manager Gabriel Willis will present a request to authorize Change Order #5 to Harrison Construction, with an amount not to exceed $1,277,379.09. This phase focuses on essential civil and structural infrastructure, including reinforced-concrete footings, seat walls, retaining walls, sidewalks, concrete paving, steps, grading, and storm drainage updates.

Funding for the change order will be allocated across multiple municipal accounts. The work will draw $805,605.00 from Recreation Impact Fees, $391,294.00 from Miscellaneous Administrative Expenses, and $80,480.00 from the BUILD Grant - Pedestrian Bridge account. Project completion is targeted for Dec 31, 2026.

The council will also discuss engaging Harrison Construction under a dedicated construction management contract for the adjoining plazas. Harrison would manage and coordinate future plaza work for a 6% fee, capped at $220,000.00, with costs funded through GOMESA Grant Expenses. The underlying plaza construction contracts will be solicited separately through competitive bidding under state law.

During the meeting, the council will also discuss:

  • Reappointing Morgan Szapiel and Sherry Hoffman to the Library Advisory Board for four-year terms ending Nov 01, 2030, and appointing Sara Altmyer to fill an unexpired term ending Oct 31, 2027.
  • Reappointing Dr. Jason Dyken to the Library Board for a four-year term ending Nov 09, 2030.
  • Amending the City Employee Handbook regarding tobacco, smoking, vaping, and electronic nicotine delivery systems to reflect recent changes to Alabama law under Senate Bill 9.
  • A Large Group Activity Application for the Sunny 105.7 5K Event.
  • Councilmember discussion items led by Councilwoman Jennifer Guthrie, followed by updates from the Mayor.
