Foley, Ala. – (OBA) – Foley is considering the sell of property to a company called Baldwin Cold Logistics to build a cold storage facility in the city. At the Nov. 4 council regular/work session, discuss selling two parcels of land in the Foley Beach Express Industrial Park, according to the proposed resolution.

The council will meet at 4 p.m. in council chambers.

Baldwin Cold Logistics is planning a facility with a 30,000-square-foot freezer, a 5,000-square-foot refrigerator, 100 to 120 units ranging from 1,600 to 1,800 square feet and two-story units with warehouse and office space.

According to the purchase agreement attached to the agenda, the city will get $734,000 for 14.68 acres in the park.

During the joint regular/work session, the council will also:

• Conduct a public hearing to consider amendments to the zoning ordinance about “Greenbelt Zones.” This will also be the second reading and the council is expected to vote on the change in the Nov. 4 meeting.
• Receive a report on impact fee fund activity showing the city collected $3.9 million in impact fees in fiscal year 2024 which ended on Sept. 30. In the year, Parks and Recreation received $3.1 million and $788,950 for transportation. Since 2021, the city has collected a total of $6.9 million in impact fees.
• Discuss a rezoning request for 9.14 acres located south of East Peachtree Avenue and east of North McKenzie Street from preferred office and extended business to a planned unit development. At the Sept. 18 Foley Planning Commission meeting, the panel gave a unanimous favorable recommendation for the change. The council will also set a public hearing date on this request.
• Have an introduction to an ordinance to amend the ground lease agreement for 1,274 square feet near 216 E. Berry Avenue. It received a unanimous favorable recommendation in the Sept. 18 meeting of the Foley Planning Commission.
• Consider an ordinance deeding vacant land on Koniar Lane for an International Residence Hall built to house temporary foreign workers on a J-1 work visa to address worker shortages during the busy tourist season. This is the second reading of the ordinance so the council is expected to vote on it Nov. 4.
• Discuss amending the pay classification plan in the Public Works and Street departments.
• Consider a lease agreement with Foley CB for office space at 200 W. Laurel Avenue from Dec. 1 to Dec. 1, 2025, with a monthly rent of $3,290.
• Hear a request from the library to purchase an SUV for $45,000.
• Consider amending the pay classification plan in the Public Safety Department.
• Hear a request from Parks and Recreation to purchase two zero-turn lawnmowers for $34,000 to replace two older ones that are going to be scrapped.
• Discuss a request from the Nature Parks Department to purchase an ATV for $17,276.
• Consider a request from the Street Department to buy a 2024 Robo Fifti remote control mower for $99,322 from Beard Equipment.
• Discuss spending additional funds on the East Verbena Avenue Extension project to cover design services for the two parts of the project adding $6,750 to the overall $1.3 million project.
• Consider approving a $50,000 vehicle for Leisure Services Food and Beverage Manager Prisila Hughes.
• Discuss an amendment to the capital purchase accounts for the fiscal 2024 budget on items that weren’t received.
• Discuss a façade grant extension for Mark Wright.
• Consider buying a new backhoe for the Parks and Recreation Department for $135,000 and declare an older backhoe as surplus which will be disposed of at auction.
• Discuss buying holiday décor for the Nature Parks Department for $6,698 for a custom botanical display including lighted pitcher plants, blue herons and a silhouette iris.
• Discuss approving a grant of $1,000 from the Alabama Power Good Roots program to help pay for the Graham Creek Nature Preserve’s permaculture garden. The total for the project is $7,683.
• Consider buying a bucket truck from Riviera Utilities for $60,000.
• Discuss setting a public hearing date to declare weeds at Hickory Place lot 3 as a public nuisance and ordering its cleanup. The vacant lot is on the southeast corner of West Magnolia Avenue and North Hickory Street.
• Hear a request to buy multifunction copy machines for the IT Department for $24,000.
• Discuss approving an application for an FY25 grant from the Alabama Department of Economic and Community Affairs for the police department to buy equipment. No details on the equipment were included in the agenda.
• Consider accepting a Transportation Alternative Program grant of $800,000 with a $200,000 match from the city for State Route 59 sidewalk improvements from Azalea Avenue to Pride Boulevard.
• Discuss waiving fees for using the Foley Civic Center for a Gateway Workforce Initiative event on Jan. 29.
• Consider accepting a donation from Ascend Performance Materials and approving the purchase of an Arizona vortex rope rescue kit for the fire department for $5,320 from NAFECO in Decatur.
• Discuss buying a fire extinguisher Digital Training System for the fire department for $21,467.
• Discuss buying self-contained breathing apparatus for the fire department $469,584 to replace the current units which will be sold at auction.
