Foley Council to Discuss $13.1M Spending and Roadway Plans

Council meeting to discuss road extension, spending, and beautification

Foley, Ala. – (OBA) – Foley will consider hiring Capstone Engineering to do design work on the East Verbena Avenue extension in what will be a $1.3 million project for the extension and other work along the roadway.
Foley will meet in a joint regular/work session on Oct. 21 at 4 p.m. in council chambers at city hall.
“The city of Foley wants to extend East Verbena Avenue east from an alley located a block east of Highway 59 to South Cypress Street,” a memo to the city from Capstone states. “Also, the existing East Verbena Avenue located between Highway 59 and the alley needs to be realigned and rebuilt.”
During the joint regular/work session, the council will:
- Have a public hearing on nuisance weeds on a vacant lot at the northeast corner of South Hickory Street and County Road 20 and consider a resolution ordering its cleanup.
- Recognize beautification awards given to Citizen’s Bank, Manning Jewelry and Feast and Company.
- Discuss the final county multimodal connectivity plan map for countywide bike and pedestrian accesses and passing a resolution of support for the county plan.
- Approve payment for goods and services of $13.1 million for September.
- Receive a report on taxes collected in September including $3.2 million in sales taxes or about $500,000 below budget projects and about $100,000 below the previous year. The fiscal year ended on Sept. 30 and the city collected $40.5 million for the year, about $2 million more than budget projections and about $1.2 million over the previous year.
- Receive a report on lodging tax collections in September of $150,000 about $25,000 above budget projections and about $1,500 below the previous year. For the fiscal year, the city collected $2.1 million or about $1 million over budget projections and about $40,000 less than the previous year.
- Hear a building report from Community Development for September when 26 permits were issued for single-family homes with a valuation of $8.1 million and two commercial permits for Goodwill and the Edison Clubhouse with a valuation of $10.4 million. A total of 222 permits with a valuation of $22.3 million were issued in September.
- Receive a report from the police department showing 253 inmates were processed through the city jail in September for a total of 2,115 for the year. During the month, the police made 12 arrests for simple assault for domestic violence, 11 for simple assault nonfamily and 10 for theft. Officers were dispatched 1,821 times in September.
- Receive a report from the fire department showing crews were called out 53 times to assist invalids, 44 times for medical assists, 42 times for traffic accidents with no injuries, 14 times for a malfunctioning alarm and 12 times for traffic incidents with injuries. Another 22 times crews were dispatched and canceled en route.
- Discuss declaring property owned by the city as surplus and transferring it in exchange for other real property. The council will also discuss rescinding an ordinance declaring other real property as surplus.
- Consider conveying city property to IRH Foley to help in the building of dormitory-type housing for foreign workers to use during the busy season.
- Discuss a special events retail liquor license for Live Music and Billiards in the parking lot behind Dia De Los Muertos. The application didn’t state the date of the event.
- Consider approval of one bid let in September for monthly cost to maintain flower beds to Landscape Workshop for $7,890.
- Discuss a school resource officer reimbursement agreement with Baldwin County for 2025.
- Discuss approving a façade grant for Gypsy Queen Java for $5,000.
- Consider capital purchase request of $50,000 from the city clerk’s office to buy a replacement for a 2016 SUV currently used by the office.
- Hear a request from Parks and Recreation for $425,000 to upgrade lighting at Beulah Heights Park for the basketball court and softball field to LED lights and upgrade the fencing on the softball field.
- Discuss extending the lease for office space at 200 W. Laurel Avenue for one year starting on Dec. 1.
- Consider approval of two one-day pop-up local arts and crafts shows for members only at the Foley Art Center.
- Discuss a cooperative maintenance agreement with the Alabama Department of Transportation along State Route 59 and U.S. 98.
- Hear a request to buy LED outline lighting for downtown business owners for part 2 of the tree lighting project for $70,000.
- Consider funding $17,500 for an exhibit commemorating Foley’s Barin Field and the city’s designation as a WWII Heritage City.
