Foley, Ala. — (OBA) —  The Foley City Council is preparing to address several key municipal items to expand business development and update administrative operations. A major topic of discussion is a resolution to adjust the city's pay classification plan and restructure personnel positions for the upcoming Foley Community Library. Municipal leaders will also consider the second reading of an ordinance rezoning more than 23 acres of land near Magnolia Walk East to an extended business district. These efforts underscore the council's ongoing focus on managing local community resources and guiding commercial growth effectively.

The Foley City Council will hold a joint regular/work session this evening, Mon, Aug 03, 2026, at 4 PM in Foley City Hall's Council Chambers. Council members will review several ordinance amendments, municipal resolutions, and community requests. The agenda also includes an educational presentation on the EPIC South Baldwin Student Entrepreneurship Program.

During the regular and work session meetings, the council will also:

• Hear official proclamations recognizing National Health Center Week, Glowing Green for 811 Week, and Constitution Week.
• Consider the first reading of an ordinance setting fees and policies for the gymnasium at the Foley Activity Center.
• Consider the first reading of an ordinance updating speed limits and traffic controls in the Bay Forest Estates and Wolf Bay Point subdivisions.
• Review a resolution approving the rental of Heritage Park for the Tacos and Tequila Festival, including a variance to allow alcohol sales.
• Consider approving the September 2026 Retirement Awards.
• Discuss a resolution granting the Jehovah's Witness Community the use of Heritage Park to display free Bible-based literature.
• Consider the reappointment of Bill Swanson to the Foley Historic Commission.
• Discuss declaring Lt. Tony Fuqua's badge and service weapon as surplus items.
• Review a resolution to rescind Resolution 26-1178 and move forward with purchasing two EV Chevrolet Blazers and emergency equipment for the police department.
• Consider authorizing the Mayor to execute the TFM Memorandum of Understanding.
• Discuss amending Resolution No. 26-1255 to authorize agreements with the FAA and ALDOT for final reimbursement on the 8-unit T-Hangar construction at the Foley Municipal Airport.
• Consider authorizing a city sponsorship for the Elberta German Sausage Festival on Oct 31, 2026.
• Review a proposed contract amendment for the Mills Community Pedestrian Improvements Project.
• Consider authorizing the dedication of a 30-foot wide strip of city-owned real property.
• Discuss GMC's proposal regarding the replat of Lot 1 in the 98 West Subdivision.
• Review an updated professional services proposal from GeoCon for engineering testing on the First Responder Hurricane Safe Room.
• Consider approving street closures in Downtown Foley for the Hometown Halloween event on Thu, Oct 29, 2026.
• Discuss a request from Calvary Chapel of Foley to use Foley Park for community prayer.
• Consider street closures and Heritage Park usage for the 2026 Society of Black Hats Foley Witches Ride Charity Event and After Party.
• Review amending the pay classification plan to establish new positions for the incoming Destination & Events Services Department.
• Consider additional pay classification amendments across multiple departments to better align job duties with operational needs.
• Discuss accepting SubRecipient Grant Agreement Amendment #2 from the Mobile Bay National Estuary Program.
• Consider resolutions setting public hearings to declare weeds as a public nuisance at 500 Greentree Lane (Regency Pointe I), 521 W Carolyn Avenue, and the solar farm on County Road 65.
• Review setting public hearings to declare the accumulation of junk as a public nuisance at 717 E Michigan Avenue and in the public right of way at 616 W Magnolia Avenue.
• Consider approving the City to host the 1st Annual Gulf Coast Equipment "Roadeo" and authorizing the Mayor to negotiate an agreement with OWA.
