Foley City Council to Review Budget Fixes and New Ordinances

Police dog donation and fee increases are also on the agenda

Foley, Ala. – (OBA) – The city is looking to amend capital purchase accounts for fiscal year 2025 after several items approved for purchase never arrived. Two departments didn’t receive all the ordered items valued at up to $117,859. Those include the municipal complex and the police department.

 

The council will meet in a joint work-regular session on Jan. 5 at 4 p.m. in council chambers at City Hall.

 

At the municipal complex, they planned to spend $27,050 on a fingerprinting machine. The police didn’t receive a bloodhound for $15,000, equipment purchased for vehicles bought in fiscal 2025 for $65,000, and a matrix key system for $10,809.

 

Also, during the meeting, the council will consider the donation of a police dog from Gulf Coast K9 for the police department worth $14,500. If approved, the city would acquire Dutch shepherd Jarek for the city.

 

During the joint work/regular session, the council will also:

 

  • Have six public hearings addressing nuisance weeds at South Hickory Street and Crownwalk, 405 W. Laurel Ave., 635 E. Gate Circle, 1608 S. Oak St, the common area of Parkside Subdivision, and 19001 County Road 20. The council will also discuss resolutions to allow city employees to enter the properties on East Gate Circle, South Hickory Street, and Crownwalk, and the common area of Parkside Subdivision, to clean up the nuisance.
  • Have an introduction and first reading of an ordinance amendment to permit and impact fees, including raising the fee for single-family or two-family new construction plan reviews from $50 to $150. Single-family and multi-family impact fees will now cost to $2,974 and $1,718, respectively.
  • Have an introduction and first reading of an ordinance requiring a permit to work within public rights-of-way in the city.
  • Have an introduction and first reading of an ordinance relating to speed limits and traffic controls in the Quail Landing Subdivision.
  • Have a first reading and introduction of an ordinance accepting public rights-of-way and infrastructure maintenance in the Lafayette Subdivision.
  • Have an introduction and first reading of an ordinance to sell real property owned by the city in the West Foley Industrial Park. USS Innovations has agreed to purchase 18.5 acres for $50,000 per acre.
  • Have a second reading of an ordinance related to speed limits and traffic controls in the Marlin Place Subdivision.
  • Discuss authorizing an impact fee study for the city by TischlerBise for $65,960.
  • Consider approving a bid to purchase a heavy-duty truck for $44,200 for the Nature Parks Department and declaring the 2020 Ram truck surplus.
  •  Discuss increasing the performance contract for Taking Off Hot Air Balloon Company from $22,500 to $30,000. The council will also discuss increasing sponsorship for the Gulf Coast Hot Air Balloon Festival.
  • Consider approving an increase in the limits on four new Visa credit cards for general government, public safety, leisure services, and infrastructure and development.
  •  Discuss waiving fees for the Jehovah's Witness Community at Heritage Park to display free Bible-based literature.
  • Discuss approving a contract with Glacier for 4.5 acres in the West Foley Industrial Park at $50,000 per acre. The city says Glacier plans to spend more than $12 million on the facility and looks to have 33 full-time jobs in the new building.
  • Discuss changing meeting dates in 2026 due to holidays.
