Orange Beach, Ala. — (OBA) —  Orange Beach leaders are prepared to move forward with a major healthcare infrastructure project by awarding a $1,409,690 bid to Langan Development Company LLC to renovate the former Finance Building into Orange Beach Medical Center South. Located at 4151 Orange Beach Boulevard, the project remains within its $1.5 million capital budget.

The joint regular meeting and Committee of the Whole work session will take place this evening, Tuesday, Sep 15, 2026, at 5 PM in the Orange Beach City Hall Council Chambers.

The council will consider modifying terms for the sale of the Orange Beach Event Center at The Wharf to Wharf Retail Properties, LLC. The revised agreement maintains the overall $7.5 million transaction value through $5,565,000 in cash and a $1,935,000 loan structured via an updated warrant while leasing the facility back to the city through Dec. 31, 2026.

Public Safety & Infrastructure Upgrades

Several key purchases and contract awards are scheduled for review during the regular meeting session:

• Canal Road Traffic Signal: Awarding a construction contract to Big River Electric Inc. in an amount not to exceed $345,000 for a permanent traffic signal at Canal Road, Wharf Parkway East, and Money Bayou Drive.
• Police Patrol Vehicle: Authorizing the purchase of a fully equipped 2025 Chevrolet Tahoe from Donohoo Chevrolet, LLC for $60,011.50 through State Bid to replace a patrol truck totaled in an August collision.
• Jail Surveillance System: Approving a $26,123.07 State Bid purchase from Vision Security Technologies Inc. for an eight-camera system upgrade inside the municipal jail cells and control room.
• Legal Services Contract: Executing a professional services agreement with certified paralegal Renee Smith for hourly legal support up to $40,000 annually through Dec. 31, 2027.
• Promotional Expenditure Policy: Establishing authorization allowing department heads to expend up to $5,000 annually on goods or services that promote city amenities, programs, and public events.

Committee of the Whole Agenda Highlights

Following the regular meeting, council members will review several upcoming proposals and work session discussions:

• Drone First Responder Trial: Reviewing a product agreement with Motorola Solutions, Inc. for a one-year, no-cost trial program utilizing BRINC drones for emergency dispatch.
• Coastal Bird Stewardship: Amending a grant agreement with the National Audubon Society to extend beach nesting bird habitat stewardship through Sep 30, 2027, increasing total subcontracts to $118,805.
• Digital Forensics Software: Authorizing an $18,315 software service agreement with Magnet Forensics, LLC for specialized iPhone password override and digital evidence investigation tools.
• Comprehensive Safety Action Plan: Reviewing engineering proposals to establish a citywide Comprehensive Safety Action Plan.
• Estuary Program Contribution: Approving a $20,000 annual contribution to the Pensacola and Perdido Bays Estuary Program for FY2026 water quality and habitat initiatives.
• Bridge Safety Inspections: Accepting a $2,800 proposal from Safe Span, L.L.C. to perform routine safety and scour inspections on two Gulf Bay Road bridges.
• Roadway Resurfacing: Preparing bid specifications for the annual 2026 citywide roadway resurfacing project.
• Storage Expansion Hearing Date: Setting Oct. 06, 2026, as the public hearing date for a conditional use permit expansion at All About Storage on Canal Road.
