Orange Beach, Ala. — (OBA) —  Baldwin County has awarded more than $12 million to fund 10 local infrastructure projects. The funding will support water, sewer, drainage, roadway, and other public infrastructure. County officials said the projects address infrastructure affected by Hurricanes Sally and Zeta. One award will fund elevating Jubilee Point Road in Orange Beach.

The Baldwin County Commission announced the awards on September 14, 2026. The projects were funded through the Local Government Recovery Infrastructure Program (LGRIP). Municipalities, utility providers, and other eligible local entities will lead the projects. The program is part of the county’s longer-term disaster recovery efforts.

Commissioner Jeb Ball said the investments will strengthen the infrastructure residents rely on in daily life and during severe weather. He said the county is working with municipalities and utility partners to invest disaster recovery funds. Ball said the projects are intended to help Baldwin County become more resilient and better prepared for future storms.

Baldwin County received $43.36 million in Community Development Block Grant Disaster Recovery funding from the Alabama Department of Economic and Community Affairs to support long-term recovery from Hurricanes Sally and Zeta. The county developed a Local Recovery Plan to identify remaining needs and guide the use of these funds.

The county allocated $13.36 million to LGRIP for infrastructure projects. The U.S. Department of Housing and Urban Development oversees CDBG-DR funding, and ADECA administers it at the state level. The recovery plan also addresses housing and other recovery efforts.

Baldwin County awarded LGRIP funding to the following 10 infrastructure projects:

• City of Orange Beach, Jubilee Point Road Elevation – $950,000.00
• Perdido Bay Water, Sewer & Fire District, Operations and Maintenance Facility – $800,000.00
• Town of Magnolia Springs, Drainage Improvements – $949,537.98
• East Central Baldwin Water Authority, Water Line Installation on Woerner Road, Foley Beach Express and Kings Landing Road – $1,235,000.00
• City of Daphne, Randall Avenue Drainage Improvements – $1,581,883
• City of Fairhope, Water Expansion on Fish River – $2,000,000.00
• City of Robertsdale, Robertsdale Sewer and Drainage Rehabilitation – $800,000
• Town of Loxley, Loxley Sewer Rehab for Holley Street Lift Station Area – $809,000
• North Baldwin Utilities, Westside WWTP Emergency Storage Pond Restoration – $1,000,000.00
• City of Bay Minette, Disaster Recovery Project – $2,000,000
