Orange Beach, Ala. — (OBA) —  Orange Beach is taking its next step toward environmental preservation. The City Council will vote on a resolution awarding an $84,297.04 bid to Integrated Aqua Systems, Inc., for life-support equipment at the Coastal Alabama Sea Turtle Facility. This project underscores the city's commitment to protecting local marine life and to optimizing its specialized coastal facilities.

The joint regular/work session meeting takes place this evening, Tuesday, July 21, 2026, at 5 PM in the Orange Beach City Hall’s Council Chambers.

Additionally, a resort development takes center stage as the council reviews a Planned Unit Development (PUD) modification for the AC Hotel by Marriott at 23370 Perdido Beach Boulevard, the former Romar Beach Baptist Church. The layout amendment will eliminate a previously approved off-site parking area more than a mile away. Instead, a new level will be added on top of the existing parking structure to provide all 160 required on-site parking spaces. The modification also relocates eight lodging rooms to the rooftop level.

Other Regular Council Meeting Items:

• Presentations: A presentation by Jason Kudulis, Executive Director of the Mobile Bay National Estuary Program. 
• Subdivision Safety: The council will conduct a second reading to reduce speed limits from 25 mph to 15 mph on certain non-standard streets within Lauder Place, including Barracuda Street, Cobia Avenue, Sailfish Lane, Tarpon Street, and Yellowfin Street.
• Public Safety Partnerships: Leaders will consider a mutual aid agreement with Lifeguard Ambulance Service, LLC, dba Medstar EMS, to help prevent city medical transport from becoming overloaded during busy tourist seasons.
• Drug Enforcement Support: A Memorandum of Understanding with the Baldwin County Sheriff's Office is up for authorization to assign local police officers to the multi-jurisdictional Baldwin County Drug Task Force.
• Child Advocacy Funding: A resolution will seek to appropriate $10,000 for the 2026 fiscal year to CARE House, Inc., dba the Baldwin County Child Advocacy Center, to support trauma-informed youth counseling and forensic interviews.
• Police Fleet Upgrades: The city aims to purchase two new Polaris Ranger Crew 1000 Premium utility vehicles from Baldwin County Victory Polaris, LLC, for $44,853 each, to replace older beach patrol units with undercarriage rust.
• Marina Office Permit: Community Development will present a temporary six-month permit to allow a ground-level portable building at 27075 Marina Road to serve as a temporary office for Bluewater Yacht Sales.
• Transit Franchises: Non-exclusive taxi franchise applications will be reviewed for One Love Shuttle LLC and Granbury Executive Transport, LLC to operate within the city limits and police jurisdiction.
• Brand Identity: A resolution is on the table to adopt an official City Seal Style Guide, created by 16 Creative LLC, that establishes standard fonts, uniform color templates, and appropriate logo formats across city departments.
• Antitrust Litigation: The council will discuss joining multi-district litigation against fire apparatus manufacturers to investigate and prosecute claims involving collusive conduct, inflated pricing, and extended delivery times.
• Recreation Performance Contract: A 12-month performance contract extension with Brandy Reeves will be reviewed to continue providing youth tennis instruction at the Orange Beach Tennis Center through August 31, 2027.
• Zoning and Rental Ordinances: First readings are scheduled for code updates on recreational vehicle rentals and a new article regulating bicycles, micromobility devices, and electric motorcycles.

• Invasive Species Control: Discussion on a resolution to accept a negotiated price for exotic invasive plant species removal, native landscaping, monitoring, and education for the Coastal Resources Department.
• Coastal Fleet Acquisition: Review of a resolution to award a bid for a new Work Skiff to support the ongoing operations of the Coastal Resources Department.
