Foley Sales Tax Revenue Surpasses Expectations

Foley, Ala. – (OBA) – The Foley City Council will meet in a joint work/regular session on March 18 at 4 p.m. in council chambers at city hall. During the meeting, the council will:

 

Conduct a public hearing on an ordinance change to update the flood prevention codes to meet new FEMA standards. There will also be an introduction of the ordinance.

 

Hear a report and approve expenses of $5.6 million for February.

 

Review tax collections for February including sales taxes totaling $2.89 million or about $52,000 more than 2023 and about $300,000 over budget projections. The city collected $105,448 in lodging taxes compared to $100,825 in 2023 and $17,000 more than budget projections.

 

Hear a report from Community Development showing that 45 single-family building permits were issued valued at $10.4 million, four permits for new rental properties with a valuation of $1 million, 54 for a total of 57 multi-family units with a valuation of $18 million and one commercial building permit for Cobblestone Suites with a valuation of $10 million. The hotel will be built near the Coastal Alabama Farmers and Fishermen’s Market.

 

Hear a monthly report from the police department showing 203 inmates were processed through the city jail, 14 arrests were made for shoplifting, 12 for theft, 12 for simple assault involving domestic violence and five death investigations. Officers were dispatched 2,304 times for service calls in the month.

 

Hear a monthly report from the fire department including 80 calls to assist an invalid, 39 calls to help EMS crews, 23 for vehicle accidents with no injuries, 11 accidents with injuries and 21 times crews were called out but canceled en route. The fire department responded to 242 incidents during February.

 

Have an introduction and first reading of an ordinance to set a maximum limit for Kenny Stabler Avenue between South Juniper Street and East Pride Boulevard. The council will also set a public hearing date for the ordinance.

 

Discuss an ordinance to rezone 55 acres at 212 E. Michigan from extended business to residential multi-family for Crimson Land Development. In its February meeting, the planning commission gave the rezoning a favorable recommendation.

 

Have an introduction or an ordinance to rezone land owned by Fikes Wholesale from extended business and light industrial to planned unit development for the Fern Medical Office Complex on 12.18 acres located east of North McKenzie Street and east of East Berry Avenue. The planning commission voted unanimously to recommend the city council approve the change.

 

Discuss an ordinance to create a Library Board and a Library Advisory Board.

 

Consider a special events liquor license for the Mudbugs and Margaritas Festival in Heritage Park on April 6.

 

Consider a liquor license for the Foley Shell at 7525 State Route 59.

 

Consider a liquor license for The Gathering Place restaurant located at 214 W. Laurel Avenue.

 

Consider a resolution to approve more money and award the bid for the Philomene Holmes project through the Graham Creek Nature Preserve. The $1.6 million bid was given to McElhenney Construction.

 

Discuss approving a retirement award.

 

Discuss making changes to the city’s personnel system policy.

 

Consider approving sidewalk construction at the Foley Municipal Airport by James Bros. Excavating for $17,760.

 

Discuss an additional $25,000 for the Beulah Heights project for the Recreation Department.

 

Consider accepting a donation from the Friends of the Library.

 

Consider declaring the bathroom/concession building at Mel Roberts Park as surplus.

 

Hear a report on bids awarded by the city in February including a truck from Moyer Ford for $41,450.

 

Discuss amending the Street Department budget by $3,000 for a concrete crusher.

 

Consider a resolution to approve a sponsorship for the South Alabama Land Trust’s Bald Eagle Bash on April 27 at Weeks Bay.

 

Discuss approving money for the capacity fee at the under-construction Foley Public Works campus for water and service meters for $47,220.

 

Discuss awarding a $6.5 million bid to Mobile Asphalt Company for repaving, widening and safety improvements on County Road 12 from the Foley Beach Express to State Route 59.

 

Consider a request from the Street Department for a Massey Ferguson tractor for $49,070.

 

Discuss reappointing John Foley to the Museum Advisory Board.

 

Consider a request for an additional $125,000 for the Jessamine extension to cover pipes, rock and other supplies needed to get ready for striping. Originally, the request for the project was $109,000.

 

Discuss approving a façade grant for Foley CB at 200 W. Laurel Ave.

 

Consider a resolution to execute an addressing agreement with the Baldwin County Emergency Communication District for $6,431.

 

Discuss appointing Steve Bailey to the Board of Adjustments and Appeals replacing George James who has resigned his seat. The council will also consider adding Brandon Nelson as an alternate member to the board.

 

Consider approving an application for a FY 2025 Alabama Coastal Area Management grant for a stormwater plan for Bon Secour. The program allows for grants from $20,000 to $50,000.

 

Discuss approving money for utility installation at Wolf Creek Park. The city is considering bids from Riviera Utilities and Baldwin Electrical Membership Co-op.

 

Ask the president of the Alabama Municipal Insurance Corp. to act as proxy for the city at the annual membership meeting.

 

Discuss approving dates for OWA Parks and Resort’s fireworks schedule for 2024 including May 25, July 6 and Aug. 31.

 

Consider a project user fee for Magnolia Walk.

Foley, Ala. — (OBA) — The Foley Police Department is investigating a burglary that happened overnight at the Tanger Outlet Mall. An employee at Zales Outlet called the police around 8:30 a.m. Monday. They reported that jewelry had been stolen during the night. The value of the stolen items has not been released.
Mini Golf Planned for Bubba’s Seafood House Property

Orange Beach, Ala. — (OBA) — A group of four people is planning a new mini-golf course at the site of longtime Bubba’s Seafood House on beach road. John Pilcher, Jody Pilcher, Mary Pilcher and Emmie Pilcher Flowers are making the request. According to Baldwin County tax records, the group owns six parcels fronting the road east of Fat Daddy’s. They will request changes to a previously submitted site plan.
