Infrastructure Upgrades And Public Safety Programs Highlight Tonight’s Orange Beach Council Meeting

Tonight’s joint session will feature decisions on road resurfacing contracts, drone trials for first responders, and civic grants.

Orange Beach, Ala. — (OBA) —  Orange Beach is taking a major step forward in local infrastructure and public safety as city leaders prepare to award a $458,990.52 contract to Arrington Curb & Excavation, Inc., for the 2026 Roadway Resurfacing Project. The agreement also includes unit pricing for the optional purchase and delivery of asphalt millings at $1.00 per cubic yard to support public works projects.


The joint regular and work session meeting is scheduled for this evening, Oct 06, 2026, at 5 PM in the Orange Beach City Hall Council Chambers.


Public safety upgrades are also front and center on the agenda. The council will vote on entering into a software service agreement with Magnet Forensics, LLC, to provide $18,315 in digital forensics licensing for the police department.


Additionally, officials will review a product agreement with Motorola Solutions, Inc., for a trial of a police drone as part of a First Responder program. Year 1 is offered at no promotional cost, but the contract automatically converts to a paid multi-year agreement totaling 527,994 over Years 2 and 3 (175,998 per year unless the city provides a written cancellation notice at least 90 days before the trial ends).


The meeting will also address several key local developments, including a public hearing on a conditional use approval for the expansion of All About Storage, as well as liquor license applications for Bottles Up Mobile’s upcoming "The Marshals Monster Mash" event at the Orange Beach Event Center and at The Salty Tile on Perdido Beach Boulevard.


During the regular session, the council will also consider:


  • Roadway Resurfacing: Resolution awarding the 2026 Roadway Resurfacing bid to Arrington Curb & Excavation, Inc., for an amount not to exceed $458,990.52, plus unit pricing for millings.
  • Commercial Credit Card Services: Resolution accepting a proposal from Pinnacle Bank for municipal commercial credit card and expense management services.
  • Safety Action Plan: Proposal acceptance from AECOM Technical Services, Inc., to provide survey modeling, design, and engineering services for a Comprehensive Safety Action Plan.
  • Digital Forensics Software: Execution of a software service agreement with Magnet Forensics, LLC, for police digital forensics.
  • Bridge Inspections: Proposal acceptance from Safe Span, L.L.C., for $2,800 in routine bridge safety inspections.
  • Nesting Bird Stewardship: Authorization to amend a grant award agreement with the National Audubon Society, increasing the sub-award of federal NOAA RESTORE Science Program funds to $118,805 and extending habitat stewardship into a fourth year.
  • Aquatics Center Instruction: Execution of a performance contract with Carolyn K. Collins for water fitness instruction.
  • Human Resources Subscriptions: Execution of a software service agreement with NeoGov for Learn, Policy, and Recall product subscriptions.
  • Drone First Responder Program: Execution of a product agreement with Motorola Solutions, Inc., for a trial Drone as First Responder program for the police department.
  • Estuary Program Funding: Resolution appropriating $20,000 to the Pensacola and Perdido Bays Estuary Program for FY2026.
  • Alcoholic Beverage Licenses: Approval of a Special Events Retail Liquor License for Bottles Up Mobile, Inc. (The Marshals Monster Mash), and a Retail Beer/Table Wine License for The Salty Tile LLC.
  • Public Hearing & Zoning Ordinance: Public hearing and first reading of an ordinance for Conditional Use Approval for Case No. 0801-CU-26 (All About Storage Expansion).


During the work session, the council will also discuss:


  • Board Vacancies: Discussion of expired terms on the Board of Adjustment and an unexpired-term vacancy on the Gulf Shores and Orange Beach Tourism Board of Directors.
  • Winter Event Sponsorship: Discussion regarding sponsorship of the upcoming Wharf Ice Rink.
  • Emergency Facilities MOU: Resolution authorizing a Memorandum of Understanding with Columbia Southern University for facility use during an emergency event.
  • Senior Center Copier: Resolution authorizing a three-year state bid rental agreement with Sharp Electronics Corporation for a copier at the Senior Center.
  • Jubilee Point Road Elevation: Authorization of a CDBG-DR grant award contract with the Baldwin County Commission for $950,000 toward the $1,047,612.11 total project cost for the Jubilee Point Road Elevation Project, which requires a 5% city cash match of $50,000 toward design.
  • Civic Center Geotechnical Study: Execution of a $16,300 task order with GeoCon Engineering & Materials Testing, Inc., for a final geotechnical report for a proposed new civic center.
  • Fire Department SCBA Grant: Executed a FY2025 Assistance to Firefighters Grant Agreement with the U.S. Department of Homeland Security for $757,711.42 in federal funds, plus a 5% city match of $37,885.58, to purchase Self-Contained Breathing Apparatus (SCBA) units.
  • Shooting Complex Clubhouse: Execution of a $1,500,000 GOMESA grant agreement with the Alabama Department of Conservation and Natural Resources to support construction of the Shooting Complex Clubhouse.
  • Civil Engineering & Surveying: Execution of a professional services agreement with Scarlett Sadler Group, LLC, dba Civil Southeast, alongside a $10,950 task order for land surveying services at the Shooting Range Clubhouse and Safe Room site.
  • Old Finance Building Inspections: Execution of a $10,000 task order with GeoCon Engineering for special inspections and materials testing for the renovation of the Old Finance Building (Orange Beach Medical Center South).
  • Public Relations & Marketing: Execution of an agency agreement with JJPR, LLC, for public relations and marketing services.
  • Stop Loss Insurance: Resolution authorizing the purchase of stop loss insurance coverage from Prudential for calendar year 2027 (Jan 01, 2027, through Jan 01, 2028).
  • Spring Theater Production Contracts: Execution of professional services agreements with J. F. Morris Performance LLC and Heidi Lemon for the 2027 Spring Theater Production.
