Foley Considers Tech Moratorium And Fiscal Year 2027 Budget

City leaders will address cryptocurrency mining limits, airport expansion grants, and annual municipal spending
Foley, Ala. — (OBA) — Foley city leaders are preparing to take decisive action to advance technological growth and municipal operations through key legislative measures. Council members will hold a public hearing and a second reading on a temporary moratorium on high-demand data centers and cryptocurrency-mining facilities. The proposed moratorium aims to protect public resources by evaluating operations with high electrical demand and elevated water use. In addition to technology oversight, the council will review the formal adoption of the city's Fiscal Year 2027 municipal budget and employee pay plans.
The work session and the regular council meeting are scheduled for this evening, Tue, Sep 08, 2026, at 4 PM in the Council Chambers at Foley City Hall.
Infrastructure expansion also highlights the agenda, as the city is considering applying for a grant from the Alabama Department of Transportation's Aeronautics Bureau to build a new airport terminal. Leaders will further evaluate the issuance of General Obligation Warrants to fund capital improvements across the city.
During the meeting, the council will also:
- Recognize local achievements with a Main Street Alabama awards presentation and proclaim National Voter Registration Day.
- Hold public hearings on property nuisances regarding overgrown weeds at 521 W Carolyn Ave and junk accumulation at 717 E Michigan Ave.
- Consider first readings of rezoning ordinances for city-owned property to Planned Industrial and Rolling Stones, LLC property to Local Business.
- Vote on an ABC special events retail license for Beach Life Events Inc. to hold the Tacos and Tequila Festival at 200 N McKenzie St.
- Discuss resolutions authorizing city staff to abate public nuisances at 407 Cedar Ct., 521 W Carolyn Ave., and 717 E Michigan Ave.
- Review a resolution accepting a donation of IRIS biometric identification equipment for public safety operations.
- Consider authorizing letters of intent to purchase a street department sweeper truck and a 2028 custom fire pumper.
- Evaluate approving a change of pharmacy benefit managers for municipal health coverage.
- Discuss bid results for the Foley Farmers Market commercial kitchen project.
- Consider Heritage Park rentals and alcohol variances for the Gumbo & Alabama Slammer Festival and the Mudbugs & Margaritas Festival.
- Vote on transferring engineering operational funds to public safety for City Hall bollard installations.
- Award the FY26 resurfacing project bid to Asphalt Services, Inc. following a budget amendment.
- Review funding transfers and bid solicitation requests for Phase 2 of the Main Street Cat Alley project.
- Consider Kimley-Horn's design proposal for intersection improvements at West Pride Boulevard and Highway 59.
- Discuss Thompson Engineering's ALDOT permitting contract addendum for the Foley Beach Express Industrial Park access roads.
- Award the bid to Trenchline Civil for the Mills Community pedestrian improvements project.
- Authorize a service agreement contract with Vermont Systems for municipal recreation management.
- Set future public hearings for weed abatements at vacant lots north and south of the Crown Walk subdivision entrance on South Hickory Street.
