Foley City Council To Review Non-Profit Fee Reductions, Capital Purchases And Infrastructure Projects

City officials will review an ordinance to support local nonprofits, alongside key capital investments.

Foley, Ala. — (OBA) —  Foley municipal leaders are considering establishing a formal fee-reduction program to support local nonprofit organizations that deliver documented public benefits. The proposed initiative would allow qualifying charitable groups to apply for reduced municipal permit fees when their work directly serves the broader community. Council members will evaluate the framework at their upcoming meeting as part of an ongoing effort to partner with local service organizations.


The regular work session and council meeting will take place this evening, Mon, October 05, 2026, at 4 PM in Foley City Hall's Council Chambers. The session will cover a broad agenda, including public hearings on property rezoning, first and second readings of ordinances, and departmental grant acceptances. Council members will address a wide array of municipal operations, including streets, sanitation, parks, and library services.


Key agenda items include a second reading of an ordinance establishing a nonprofit permit fee reduction program for eligible entities that provide sufficient public benefits. Ordinances require two separate readings by the city council before final adoption. Council members will also consider first readings of ordinances updating speed limits in Graham Creek Estates, revising floodplain rules to meet FEMA standards, and amending personnel system policies for appointed officials.


Additional discussions will focus on infrastructure and development projects, including survey and design services from Sawgrass Consulting for the Graham Creek Estates outfall project. The council will also review a memorandum of understanding with 68 Ventures Live Oak 2026, LLC to appropriate funding for the Sidewalk Cedar-Peachtree Northward Project.


During the meeting, the council will also:


  • Hold a public hearing on rezoning city-owned property from B-1A and R-3 to PID (Planned Industrial).
  • Hold a public hearing to rezone property owned by Rolling Stones, LLC from B-1A to B-3 (Local Business).
  • Consider a proclamation for Sister Cities International Day.
  • Present awards for the recent Equipment Roadeo.
  • Consider a second reading for an ordinance updating door-to-door commercial solicitation regulations.
  • Review an ABC license application for San Jose Mexican Restaurant LLC on Miflin Road.
  • Consider a resolution amending the pay classification plan for departmental position reclassifications.
  • Vote on accepting the FY26 Dollar General Youth Literacy Grant for the Foley Community Library.
  • Discuss purchasing three Kenworth triaxle dump trucks for the Street Department Road and Construction Crews.
  • Review multiple capital purchases for the Street Department's Right of Way and Maintenance crews.
  • Consider approving the purchase of a New Way Sidewinder ASL garbage truck for the Sanitation Department.
  • Discuss an agreement with the Mobile County Commission's SWARHSO/ADECA Traffic Safety Program for FY27 overtime reimbursement.
  • Consider discounting rental fees for Summit Church at the Coastal Alabama Farmers and Fishermen's Market.
  • Accept a $7,000 donation from the Friends of the Library to fund a temporary, part-time position at the Foley Community Library.
  • Accept a $5,000 donation from Roger Tasker for the Foley Community Library.
  • Review a grant agreement request from the AL Humanities Alliance for a library Road Scholar presentation.
  • Declare primary source vendors for the Foley Community Library for FY27.
  • Correct Resolution 26-1035 regarding a capital truck purchase for the Horticulture Department.
  • Approve the purchase of a 2027 Ford F150 for the Building Department.
  • Vote on purchasing a 22-passenger shuttle for the Nature Parks Department.
  • Consider waiving barricade fees for SHOW Baldwin's Trunk or Treat event and the Foley Sister Cities Oktoberfest Golf Tournament.
  • Consider waiving fees for the Foley Lions Club to use the Old Foley Sports Complex for the LeTour De Foley 2026 Bicycle Ride.
  • Propose vacating a 20-foot unopened right-of-way on city property and scheduling a public hearing.
  • Rescind Resolution 23-1393 to reallocate funds for a new Max Griffin Park improvement project.
  • Authorize the solicitation of bids for a trackless event train.
  • Approve The Bridge Church to use Aaronville Park to host a free Lift Up Baldwin County Community Outreach Event.
  • Set a public hearing date for an ordinance to amend the Floodplain Development Ordinance and retitle it as the FEMA-Recognized Flood Damage Prevention Ordinance.
